Waste Management Authority of the Western Province (WMA-WP) was established in 2005 under the western province waste management statute no 09 of 1999. Strengthening of the act was done in 2007 and currently, WMA-WP operates under the amended statute.
With a wide range of experiences from its inception, the WMA-WP has contributed greatly to the field of waste management as a facilitating agency. The WMA-WP has broadened its horizons by establishing “MIHISARU” Resource Management Centers to engage in waste processing sectors.
The Authority has a competent staff that is full of knowledge, experience, and expertise in their chosen fields. Hence, we further expanded our service by diversifying into various fields such as consultancy in the field of waste management, environmental service for waste disposal, conducting field research and developments, Training, and NVQ certification. In addition, we have expanded our services to provide Testing Laboratory services of fertilizer analysis, Waste characterization water quality testing. The WMA-WP established Mihisaru Training and Research Centre in 2022 addressing the long standing absence of a systematic centre in the field of waste management to carry out field research, training and raising awareness among the public. The centre is located in picturesque Karadiyana, Kesbewa in a three storied building with all the modern amenities such as lecture halls, conference rooms, discussion halls, laboratories, libraries, canteens and recreational facilities.
The primary objective of this initiative is to provide opportunities for training, research and awareness programs to interested parties both local and foreign to engage in waste management projects.
The centre offers its services not only to the Western Province but also to other provinces as well as to foreigners. The centre is registered under the Tertiary and Vocational Education Commission (TVEC) and it conducts diploma certificate courses, seminars, NVQ courses, online training, video conferences, short term courses and on-the-job training programs.
The center has signed MOUs with reputed universities and research institutions to provide up-to-date and qualitative services to its stakeholders
Read more...Under the sponsorship of Capacity Development of Local Government (CDLG) programme of UNDP, the University of Colombo and the Western Provincial Waste Management Authority jointly conducting a diploma in waste management for Uva Province. As one of the subject covers by the course content the very first pilot project of “Parisara Pola” has conducted for Uva Province on 16th December 2022 with the support of Badulla Municipal Council at the Badulupitiya ground. The program was successfully held with the participation of the people of the Badulla Municipal Council area. The main objective of conducting this program is to add a value to the recyclable waste for use it as a resource and the following items were collected for recycling. The amount of valuable material recovered is Plastic 300kg, Glass 550kg, Paper 160kg, Metal 210kg, Coconut Shells 98kh and Others 145kg.
The gap of lacking an ideal platform for field research and training in the waste management sector has been properly addressed by the Waste Management Authority of the Western Province by establishing the "MIHISARU" Field research and training centre at Karadiyana, Kasbawa. The centre was opened on 25th November 2022 under the patronage of high management of the Authority and the centre is now ready to conduct field research and training programs in waste management.
In order to ensure and improve the quality of the compost produced in the province and complete the laboratory requirement in the agriculture sector, the MIHISARU Laboratory facility of the Western Province Waste Management Authority was established at Karadiyana, Kasbewa as per the instructions of the Honourable Governor of the Western Province. The laboratory is equipped with the essential components required for the laboratory and is operated by an experienced and skilled staff. Through this laboratory, water sample testing, compost sample testing, soil sample testing and microbial testing can also be done.
Waste Management Authority of Western Province and Environmental Technology department of Colombo University jointly initiated a Diploma Course in waste management in 2022 via Mihisaru Field Research and Training Center. The Local Government Officials of UVA Province were selected as the first batch of this diploma course with the sponsorship of UNDP capacity development program. The 52 numbers of local government officials including political representatives, administrative and technical staff have been following this course.
The Course is mainly focused on providing technical knowhow to the ground level officials and to give proper field training on waste handling practices. Thus recently a practical workshop conducted on 22nd 23rd 24th of September and 24th November 2022 with the visit to Karadiyana dump, Meethothamulla dump, Eco Spindle Company Pvt and Waste to Energy plant to learn them on proper management of dump, its rehabilitation and making waste as valuable resource by recycling and using as energy resource.
This is the pioneering Resource Management Centre established by the WMA-WP. It is located in a 37 acre land formerly used as an open dumping site for over 30 years and the WMA-WP acquired the land in 2010 and established this centre.
A large-scale compost yard which produces 2500 MT of compost per month, a waste transfer station and a controlled dump site are located here.
Mihisaru Resource Management Centre offers its services to more than 7 local government authorities in Colombo district covering a population of over one million.

Read more...Yet another pioneering development project of the WMA-WP is the Mihisaru High-tech Infectious Waste Treatment Centre supervised by the highly qualified technical staff of the WMA-WP. The centre is situated at the Wathupitiwela base hospital with the approval of the CEA to carry out scheduled waste management. The incinerator runs with a daily capacity of 1 MT of infectious waste.
